1. The ILBANK has received for financing from the World Bank toward the cost of Sustainable Cities Project-II and intends to apply part of the proceeds toward payments under the Contract for the Muğla Wastewater Project-2.  

2. The General Directorate of Muğla Water and Sewerage Administration (MUSKİ) now invites sealed Bids from Bidders for Construction of WWTP 1st Stage (4,000 m3/day) in Milas-Ören District through Muğla Wastewater Project-2. The Contract Period is 540 (five hundred and forty) days.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Banks’s “Procurement Regulations for IFP Borrowers”, July 2016 (revised November 2017) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Mr. Cem YAŞAR, General Directorate of Muğla Water and Sewerage Administration (MUSKİ) through the e-mail address cem.yasar@muski.gov.tr and inspect the bidding document during office hours between 10.00 am and 16.00 pm at the address given below.

5. Advertisement for Request for Bids can be seen on www.muski.gov.tr, www.ilbank.gov.tr and www.ekap.gov.tr web pages. Full list of evaluation, qualification criteria, and bidding document can be downloaded from www.ekap.gov.tr (procurement type: exceptions / ihale usulü: istisna) web page.

6. The complete bidding document in English (In addition to the printed copies, Drawings in Volume III will be provided to the Bidder in DVD as PDF® and AutoCAD® format) may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 1000 TL (one thousand Turkish Lira) (including VAT) which shall be deposited at Turkish Lira IBAN No: TR03 0001 0002 0168 2665 1050 01 of MUSKİ referring to Contract No. MUS2-W4. The fee deposited for purchasing the Bidding Documents shall by no means returned. Bidding Documents may be delivered by courier if requested upon submission of a Bank receipt and if cargo cost born by the Bidder. No liability of MUSKİ can be accepted for loss or late delivery if the Bidding Document is delivered by courier. Purchasing of the Bidding Document is the prerequisite condition for submission of proposal for the RFB.

7. Bids must be delivered to the address below on or before 12.05.2022 at 1400 (Turkey time). Electronic Bidding will not be permitted. Late Bids will be rejected.

Based on the precautions held due to COVID-19 Pandemic, Bids will be opened on 12.05.2022 at 1415 (Turkey time) only in the presence of Notary and will be streamed online on MUSKİ’s website (www.muski.gov.tr). Bids will not be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend. Bidders shall take into consideration of the possible delay in submission of their Bids to MUSKİ on specified bid submission date and time which may be caused by the courier and the transportation. MUSKİ will not be liable for such delay which is resulted from the courier and the transportation.

8. All Bids must be accompanied by a Bid Security of 800.000 TL (eight hundred thousand Turkish Lira) or equivalent in a format acceptable to MUSKİ.

9. A Pre-Bid meeting will take place on 18.04.2022 at 14:00 (local time) at the below address. Based on the precautions held due to COVID-19 Pandemic, the personal HES code (personal code implemented by the Ministry of Health) determined within the scope of the “Hayat Eve Sığar” program is mandatory for all participants. Only one person from each firm will be accepted for the participation of the Pre-Bid meeting.
