4.2. Ekonomik ve mali yeterliğe ilişkin belgeler ve bu belgelerin taşıması gereken kriterler:

4.2.1 Bankalardan temin edilecek belgeler

Teklif edilen bedelin % 10 dan az olmamak üzere istekli tarafından belirlenecek tutarda bankalar nezdindeki kullanılmamış nakdi kredisini veya gayrinakdi kredisini ya da üzerinde kısıtlama bulunmayan mevduatını gösterir banka referans mektubu, 
Bu kriter mevduat ve kredi tutarları toplanmak ya da birden fazla banka referans mektubu sunularak sağlanabilir.

4.3. Mesleki ve Teknik yeterliğe ilişkin belgeler ve bu belgelerin taşıması gereken kriterler:

4.3.1. Yetkili satıcılığı veya imalatçılığı gösteren belgeler:

a) İmalatçı ise imalatçı olduğunu gösteren belge veya belgeler,
b) Yetkili satıcı veya yetkili temsilci ise yetkili satıcı ya da yetkili temsilci olduğunu gösteren belge veya belgeler,
c) Türkiye’de serbest bölgelerde faaliyet gösteriyor ise yukarıdaki belgelerden biriyle birlikte sunduğu serbest bölge faaliyet belgesi.
İsteklilerin yukarıda sayılan belgelerden, kendi durumuna uygun belge veya belgeleri sunması yeterli kabul edilir. İsteklinin imalatçı olduğu aşağıdaki belgeler ile tevsik edilir. 

1) İstekli adına düzenlenen Sanayi Sicil Belgesi,
2) İsteklinin üyesi olduğu meslek odası tarafından aday veya istekli adına düzenlenen Kapasite Raporu,

3) İsteklinin kayıtlı olduğu meslek odası tarafından aday veya istekli adına düzenlenen İmalat Yeterlik Belgesi,

4) İsteklinin kayıtlı olduğu meslek odası tarafından aday veya istekli adına düzenlenmiş ve teklif ettiği mala ilişkin Yerli Malı Belgesi,

5) İsteklinin alım konusu malı ürettiğine ilişkin olarak ilgili mevzuat uyarınca yetkili kurum veya kuruluşlarca düzenlenen isteklinin üretici veya imalatçı olduğunu gösteren belgeler,

İsteklilerin yukarıda sayılan belgelerden birini sunması yeterli kabul edilir.

(Yetkili satıcılığı veya imalatçılığı gösteren belgeler; 5. kısım (Robotik Akaryakıt ve Kimyasal Yangınlara Müdahale Aracı) hariç itfaiye araçlarının alt yapı ve üst yapıları için ayrı ayrı sunulacaktır. 5. kısım (Robotik Akaryakıt ve Kimyasal Yangınlara Müdahale Aracı) için araca ait sunulacaktır.)
 

4.3.2. Satış sonrası servis, bakım ve onarıma ilişkin belgeler:

İstekliler, tüm kısımlar ve kısımlardaki teklif ettikleri araçların garanti şartlarını yerine getirmek için, İzmir’de anlaşmalı oldukları/olacakları, yetkili bir teknik servisin iletişim bilgilerini gösteren belgeyi teklifleri ile birlikte vereceklerdir.
 

4.3.3. Kapasite raporuna ilişkin belgeler:

İstekliler;

1. KISIM için 1 (bir) yılda en az 18 (Onsekiz) adet muhtelif tip ve yüksekliklerde merdivenli ve/veya bomlu ve/veya köpük kulesi itfaiye aracı ve  1 (bir) yılda en az 3 (Üç) adet muhtelif itfaiye aracı üretebileceğini gösterir üretim kapasite raporunu veya dengi bir belgeyi,

2. KISIM için 1 (bir) yılda en az 7 (Yedi) adet merdivenli itfaiye aracı üretebileceğini gösterir üretim kapasite raporunu veya dengi bir belgeyi,

3. KISIM için 1 (bir) yılda en az 2 (İki) adet ve en az 90 m.'lik yükseklikte bomlu itfaiye aracı üretebileceğini gösterir üretim kapasite raporunu veya dengi bir belgeyi,

4. KISIM için 1 (bir) yılda en az 2 (İki) adet muhtelif itfaiye aracı üretebileceğini gösterir üretim kapasite raporunu veya dengi bir belgeyi,

teklifleri ile birlikte vereceklerdir.

Aday veya istekli tarafından sunulan kapasite raporunun, kayıtlı bulunulan ticaret ve/veya sanayi odası ya da kayıtlı olunan esnaf ve sanatkârlar odası tarafından mevzuatına uygun olarak düzenlenmesi ve ihale veya son başvuru tarihinde geçerli olması zorunludur. Yabancı istekliler tarafından sunulan kapasite raporunun ise ilgili ülke mevzuatına göre düzenlenmiş olması gerekmektedir.
 

4.3.4.

4.3.4.1. Standarda ilişkin belgeler:

İstekliler; 20m., 22m., 32m., 42m. 56m. ve 90m.'lik itfaiye araçları için teklif ettikleri su pompasının, EN 1028-1+A1 , EN 1028-2+A1 standartlarına veya muadili uluslararası karşılıklardan herhangi birine sahip olduğuna dair belgeleri teklifleri ile birlikte vereceklerdir.
 

4.3.4.2. Yetkili kurum ve kuruluşlara kayıtla ilgili belgeler:

 İstekliler, 1. kısım 4.kalemi (Tam teşekküllü itfaiye kurtarma aracı (Vinçli)) ve 5. kısım (Robotik akaryakıt ve kimyasal yangınlara müdahale aracı) hariç diğer tüm kısım ve kısımlardaki araçlar için Üstyapıcı Firmanın Araç İmalatçısı firmadan aldığı “Yetkili Üstyapıcı Belgesi”ni teklifleri ile birlikte vereceklerdir.

4.3.5. Tedarik edilecek malların numuneleri, katalogları, fotoğrafları ile teknik şartnameye cevapları ve açıklamaları içeren doküman:

İstekliler;
a) Tüm kısımlar ve kısımlardaki araçlar için ilgili Teknik Şartnamelerinde yazılı tüm maddelerine ayrıntılı cevap veren teknik şartnameye uygunluk yazısını (Bu şartnamede yazılı tüm maddelerle ilgili ayrıntılı ve marka, model, teknik özellik vs bilgileri içeren cevaplar verilecektir. “Şartnamede yazılı hususlar aynen kabul edilmiştir” veya şartnamenin tekrarı şeklinde olan cevaplar, teknik şartnameyi karşılamayan cevaplar kabul edilmeyecek ve isteklinin teklifi değerlendirme dışı kalacaktır.),

b) 20m., 22m., 32m., 42m., 56m. ve 90m.'lik itfaiye araçları Üst yapı donanımları (Pompa, Monitörler, Nozullar, Cafs, Merdiven/Bom Sistemi ve Destek Ayakları ) hakkında, gerek “Bilgi Formu”nda gerekse “Teknik Şartnameye Cevaplar” dokümanında belirtilen bilgileri onaylayan broşürler veya katalogları, ( Verilen broşür veya kataloğun teknik şartnameye uygun olmaması veya teknik şartnameye verilen cevaplar ile verilen broşür veya kataloglar arasında uyumsuzlık olması sonucunda İsteklinin teklifi ilgili kısım için değerlendirme dışı kalacaktır.)

c) 20m., 22m., 32m., 42m., 56m. ve 90m.'lik itfaiye araçları ve 1. kısım 4. kalemi Tam teşekküllü itfaiye kurtarma aracı (Vinçli) için  teklif ettikleri aracın, motor karakteristiklerini gösteren dökümanları,

d) 20m., 22m., 32m., 42m., 56m. ve 90m.'lik itfaiye araçları için su pompasının normal ve yüksek basınç performans diyagramları,

e) 20m., 22m., 32m., 42m., 56m. ve 90m.'lik itfaiye araçları için su pompasının en az 24 saat süre ile bakım gerektirmeden sürekli çalıştığını gösteren pompa üreticisinin test raporunu,

f) 4. kısım endüstriyel yangına müdahale aracı pompa kontrol elemanları, pompa kumanda tablası üzerine monte edilmiş olacak ve pilot lambaları bulunacaktır. Araç kumanda ve kontrol sistemlerine ait detaylı çizim, anlatım,

g) 5. kısım robotik akaryakıt ve kimyasal yangınlara müdahale aracı için tekliflerine ek olarak teklif ettikleri araca ait teknik çizim ve şemaları A4 ebadında, (Robot ölçüleri ve ekipmanları, tamamlanmış durumdaki ağırlık diyagramı, ekipmanların yerleşim planları, teknik çizimler üzerinde görülecektir.)

h) 20m., 22m., 32m., 42m., 56m. ve 90m.'lik itfaiye araçları için Teknik Şartname ekinde yer alan "Merdiven/Bomlu Araç Bilgi Formu" nu dolduracaklar ve

teklifleriyle birlikte vereceklerdir.

FROM THE SIGNING OF THE CONTRACT BETWEEN ADMINISTRATION AND CONTRACTOR, THE DELIVERY OF THE FIRE TRUCKS SHALL BE MADE IN FOLLOWING DATES (TYPE AND AMOUNT). Within 300 calendar days; 3 piece fire extinguishing and rescue trucks with ladder of 20 meters and basket, 5 piece fire extinguishing and rescue trucks with boom of 22 meters and basket, 1 piece fire extinguishing and rescue trucks with jointed ladder of 32 meters, 1 piece fire extinguishing and rescue trucks with jointed ladder of 42 meters; Within 330 calendar days; 4 piece fire extinguishing and rescue trucks with jointed ladder of 32 meters, 4 piece fire extinguishing and rescue trucks with jointed ladder of 42 meters, Within 360 calendar days; 4 piece fire extinguishing and rescue trucks with jointed ladder of 32 meters, 2 piece fire extinguishing and rescue trucks with jointed ladder of 42 meters, 1 piece chemical and industrial fire extinguishing and truck with 56 meter foam tower, 2 piece fire extinguishing and rescue trucks with boom of 90 meters and basket, 2 industrial fire extinguishing trucks, 1 piece robotics fuel and chemical fires extinguishing trucks, 3 pieces fully equipped fire extinguishing and rescue trucks (with crane) shall be delivered to the Administration.

4.2. Documents related to economical and financial competence and criteria required on these documents:

4.2.1 Documents to be obtained from the banks.

Bank reference letter showing unused cash or non-cash loans before banks in the amount to be determined by tenderer provided that it is not lesser than 10 % of the bidden price or deposits on which there is no constraints.

These criteria may also be satisfied by summing the amounts of deposits and loans or submitting more than bank reference letters.

4.3.1. Documents showing the authorized dealership or manufacturer:

a) In case the tenderer is a manufacturer document or documents showing that the tenderer is a manufacturer,

b) In case the tenderer is an authorized dealer document or documents showing that the tenderer is an authorized dealer,

c) In case the tenderer is activating in free zones in Turkey certificate of free zone activity together with one of the abovementioned documents.

Submission of document or documents matching to the status of the tenderer shall be deemed sufficient. In case the tenderer is a manufacturer, the following documents shall be required to authentication.

document or documents showing that the tenderer is a manufacturer are as follows:

1) Industrial Registry Certificate issued in the name of tenderer,

2) Capacity Report issued in the name of candidate or tenderer by the professional chamber which the tenderer is a member of

3) Manufacture Sufficiency Certificate issued in the name of candidate or tenderer by the professional chamber which the tenderer is a member of,

4) Domestic Goods Certificate related to the offered good and issued in the name of candidate or tenderer by the professional chamber which the tenderer is a member of,

5) Documents showing that the tenderer is a manufacturer or producer issued by authorized institutions or organizations with regards to the fact that the tenderer manufactures the good subject to the procurement.
Submission of one of the abovementioned documents by the Tenderer shall be deemed sufficient.
(The documents showing that the tenderer is authorized dealer or manufacturer; they will be submitted for infrastructures or superstructures for fire trucks except 5th section (Extinguishing Track for Robotic Fuel and Chemical Fires) separately. For 5th section it will be submitted only one.)

4.3.2. Documents related to service, maintenance and repairs after sale:

The tenderers shall submit the document showing the contact address of an authorized technical service in Izmir that they have/will have an agreement with their biddings. 

4.3.3. Documents related to the capacity report:

Tenderers shall submit the following document together with their bids;

For 1st section, a production capacity report or an equivalent document which shows that the tenderer is capable of manufacturing at least18 (eighteen) different fire truck (water-tender) with ladder and/or boom and/or foam tower and that they can manufacture at least 3 different fire trucks in 1 (one) year.

For 2nd Section, a production capacity report or an equivalent document which shows that the tenderer is capable of manufacturing at least 7 (seven) different fire truck (water-tender) with ladder in 1 (one) year.

For 3rd Section, a production capacity report or an equivalent document which shows that the tenderer is capable of manufacturing at least 2 (two) different fire truck (water-tender) with boom of 90 meters 1 (one) year.

For 4th Section, 4. A production capacity report or an equivalent document which shows that the tenderer is capable of manufacturing at least 2 (two) different fire truck (water-tender) 1 (one) year.

The capacity report submitted by candidate or tenderer should be issued by the chamber of trade and/or industry or by the chamber of merchants and craftsmen which the tenderer is registered at in compliance with relevant legislations; and be effective at the last application deadline. The capacity reports submitted by foreign tenderers should be issued in compliance with the legislations of relevant country.

4.3.4.

4.3.4.1. Documents related to the standard:

The tenderers shall give their bids together with documents stating that water pumps of 20 meters, 22 meters, 32 meters, 42 meters, 56 meters and 90 meters that they bid for fire trucks have EN 1028-1+A1 , EN 1028-2+A1 standards or one of the equivalent international standards.

4.3.4.2. Documents related to registration to authorized agencies and institutes:

 The tenderers shall deliver their bids together with “Authorized Superstructure Document” that superstructure firm gets from truck manufacturer in all section or sections except 4th item of 1st section (fully equipped fire trucks) (with crane) and 5th section (robotic fuel and chemical fire extinguishing truck).

4.3.5. Document containing samples, catalogues, photos of goods to be procured, responses and explanations to technical specifications;

The tenderers shall give following documents;
a) A letter of conformity to the Technical Specifications that gives a detailed responses to every article of the (The responses to be given shall contain detailed information about the brand, model, technical qualifications etc. The responses as ‘The points that are written in this Specifications are exactly agreed’ or being the repetition of the Specifications shall not be admitted and the bid of the Tenderer shall be out of assessment.),
b) About superstructure equipments of fire trucks with 20 ms., 22 ms., 32 ms., 42 ms., 56 ms. and 90 ms. (pumps, monitors, nozzles, cafs, ladder/boom system and support legs), brochures and catalogues certifying information specified in either “Information Form” or in “Responses to Technical Specifications” “If the given brochures or catalogues are not in compatible with technical specifications or there is lack of harmony between given brochures and catalogues the bid of the Tenderer shall be out of assessment.
c) Documents showing engine characteristics of fire trucks with 20 ms., 22 ms., 32 ms., 42 ms., 56 ms. and 90 ms. and fully equipped fire trucks (with crane) in 4th item of 1st section,
d) The diagrams of normal and high pressure performance of the water pumps for fire trucks with 20 ms., 22 ms., 32 ms., 42 ms., 56 ms. and 90 ms.
e) The test report belonging to the pump manufacturer showing that the water pump of fire trucks with 20 ms., 22 ms., 32 ms., 42 ms., 56 ms. and 90 ms. can work constantly at least for 24 hours without a requirement for maintenance,

f) Pump control elements of industrial fire extinguishing trucks in 4th section will have been assembled of command board of pump and will have pilot lambs. Detailed drawing of truck command and control systems.

g) Technical drawings and schemas of truck that they bid in addition to their bid for robotics fuel and chemical fire extinguishing truck in 5th section with be in A4 dimensions (It shall be seen robot measurements and equipments, weight diagram in completed state, layout plans of equipments and technical drawings)

h) “Ladder/Boom Water-Tender Information Form” for fire trucks with 20 ms., 22 ms., 32 ms., 42 ms., 56 ms. and 90 ms. available in the appendix of the Technical Specifications shall be filled in and delivered together with bids.
