Basım İşletme Müdürlüğümüz ihtiyacı 2.600.000 adet Klasörlük Karton, teknik şartname ve ticari şartname ile ihale ek şartları dahilinde iç ve dış piyasadan açık teklif isteme usulüne göre satın alınacaktır.

Klasörlük kartonlar, Sınıf 2 için Pantone 2945 U (Mavi), Sınıf 3 için bir yüzü Pantone 2945 U (Mavi) diğer yüzü ise karton hamurunun renginde olacaktır.
1 - İHALE EVRAKI BEDELLİDİR. BEDEL ŞARTNAME EKİ LİSTEDE BELİRTİLMİŞTİR.
a. İstekliler, ihale evrakını Ankara’da Devlet Malzeme Ofisi Genel Müdürlüğü III Nolu Satınalma Daire Başkanlığından incelenmek üzere bedelsiz temin edebilirler.
b. Ancak, ihaleye teklif verecek firmaların, ihaleye katılabilmeleri için ihale evrak bedelini Ofis veznelerinden birine veya Ofis banka hesabına yatırmaları gerekmektedir.
c. Yatırılan paraya ait ödendi belgesinin aslı ile bir suretinin teklif evrakına eklenerek, dış zarfa konulması zorunludur. Belgenin aslı teklifler açıldıktan sonra firmaya iade edilecektir. İhalenin bütünüyle iptali veya siparişten vazgeçilmesi halinde, sipariş evrak bedeli ilgili firmaya iade edilecektir.
2 - Teklif mektupları iç içe konulmuş iki zarf halinde olacaktır. İÇ ZARFTA YALNIZCA TEKLİF EDİLEN FİYATIN YAZILI OLDUĞU TEKLİF MEKTUBU, dış zarfta ise iç zarfla birlikte teknik ve ticari şartname ile eklerinin aynen kabul edildiğini belirten yazı ve iç piyasadan yapılacak satınalmalara ait ticari şartnamenin 2. ve dış piyasadan yapılacak satınalmalara ait ticari şartnamenin 5. maddelerinde yazılı belgeler ile ek şartlarda belirtilen belgeler bulunacaktır.
3 - Teklifler, yukarıda gösterilen günde en geç saat 12.00’ye kadar Genel Müdürlüğümüz III Nolu Satınalma Daire Başkanlığında bulundurulacaktır. Geç gelen teklifler ile postadaki gecikmeler dikkate alınmayacaktır.
4 - Teklif mektuplarının, son teklif verme günü saat 14.00’de evvela dış zarfları açılacak, dış zarf muhteviyatına göre tekliflerinde noksanlık bulunmayan firmaların numunelerinin istenilen şartlara uygunluğunun tespiti amacıyla ayrıca inceleme yapılacağından, fiyatla ilgili iç zarflar bu inceleme sonuna kadar açılmayacaktır. İnceleme sonucu numuneleri istenilen şartlara uygun bulunan firmaların iç zarfları açılacak, numuneleri uygun bulunmayan firmaların iç zarfları ise açılmayarak firma yetkililerine diğer belge ve numunelerle birlikte iade edilecektir. Gerekli görülmesi halinde firmalar hakkında mali ve teknik yönden yeterlilik araştırması yapılacaktır. İç zarfların açılacağı gün ve saat, ihaleye iştirak eden firmalara bildirilecektir.
5 - İstekliler ihale konusu malzemenin tamamı için teklifte bulunabilecekleri gibi mavi klasörlük kartonun tamamı, gri renkli klasörlük kartonların tamamı için ayrı ayrı olmak üzere kısmi teklifte bulabilirler. Ancak, teklif edilen miktarın ihale konusu toplam malzeme miktarının yarısından az olmaması şarttır.
6 - Teklifler, ihaleye esas ticari şartnamenin 7. maddesinde belirtilen şartlarla iç zarfların açılmasını müteakip asgari 60 gün opsiyonlu olacaktır.
7 - Teklif edilen bedelin %3’ünden az olmamak üzere istekliler tarafından belirlenecek tutarda son teklif verme tarihi itibariyle en az 6 ay geçerli GEÇİCİ TEMİNAT teklif edilen para birimi cinsinden verilecektir.
8 - İstekliler ihale öncesinde teklif numunesi olarak 652x340 mm ebadında en az 1.000 adet gri klasörlük karton, 500 adet renkli klasörlük karton verecektir.
9 - Numunesi uygun olan firmaların talep etmeleri halinde numune bedelleri ihalede oluşacak birim fiyat üzerinden ödenecektir.
10 - Söz konusu ihale, Kamu İhale Kanununun 3. maddesi (g) fıkrası (istisna) kapsamında olup, Ofis satın alma konusu malzemeyi ihale edip etmemekte, kısmen ihale etmekte veya dilediği istekliye vermekte tamamen serbesttir.
11 - İşbu ihale, isteklilerin ilk tekliflerini yazılı olarak bildirmeleri ve devamında sözlü olarak tekliflerini sürdürmeleri şeklinde olacaktır.

The below-listed commodities (totally 2.600.000 pcs. of file boards) shall be purchased from domestic and foreign markets by receiving open bids, in accordance with the provisions of the commercial and technical specifications and additional conditions concerning the tender.

The colour of Class-2 file boards shall be Pantone 2945 U (Blue), the colour of Class-3 file boards shall be Pantone 2945 U (Blue) on one side, the same colour as the pulp on the other side.
1 - THE TENDER DOCUMENT IS WITH CHARGE AND ITS PRICE IS SHOWN ON THE ADDITIONAL SHEET FOR COMMERCIAL SPECIFICATION.
a) For the aim of getting information, the candidates can obtain the tender documents from the 3rd Purchasing Department (III No’lu Satınalma Daire Başkanlığı) of General Directorate of the State Supply Office in Ankara without any charge.
b) However, the candidates to submit a proposal for the bid should make the payment of the tender document’s price to any of our Office’s Cashiers or our Office’s bank accounts.
c) The original and a copy of the bank or cashier receipt must be added to the tender documents and put to the outer envelope. The original of the receipt will be returned back to the bidder after opening all the bids. In case of the cancellation of the tender or giving up the order, the price of tender documents shall be returned to the candidates.
2 - The required bid documents must be put in two envelopes as one inside the other. ONLY THE BID FORMS INDICATING OFFER PRICE MUST BE PUT IN THE INNER ENVELOPE. The letter stating that the technical and commercial specifications and their annexes are accepted, the documents specified in the article 2 of the Commercial Specification on the Purchases to Be Made From Domestic Market, and in the article 5 of the Commercial Specification on the Purchases to Be Made From Abroad, the original and a copy of the bank or cashier receipt, also the inner envelope should all be put in the outer envelope.
3 - The bids should reach or be submitted to our Headquarter Office “III Nolu Satınalma Daire Başkanlığı” latest at 12:00 A.M. on the mentioned date. Bids submitted after this time will not be taken into consideration, regardless of the delays due to mail.
4 - Outer envelopes of the bids will be opened at 14:00 P.M. on the bidding deadline, and since the samples provided by the bidders shall be inspected to find out whether the samples of the companies with no deficiency as regards to their outer envelope contents comply with the required conditions, the inner envelopes containing the bid price information shall not be opened till the end of this inspection. With the results of inspection, the inner envelopes of the bidders, whose samples have been found appropriate with the required conditions, shall be opened. Inner envelopes of the ones that are not appropriate shall not be opened and shall be returned to the bidders with all the other documents and samples. If required, bidders shall be cautioned and urged for inspection in terms of financial and technical sufficiency. The opening date and time of the inner envelopes shall be declared to the bidders.
5 - Bidders may bid for the entire material and also may bid partially only for the whole colored file boards or for the whole grey file boards separately. However, in case partial offers are submitted, it is compulsory for the offered quantities should not be less than 50% of the requested quantities.
6 - The bid prices shall be valid for a period of at least sixty (60) days as from the inner envelopes are opened in accordance with the 7th article of commercial specification concerning this tender.
7 - Bidders must submit a PRELIMINARY GUARANTEE valid for at least 6 months from the last bidding day, in same the currency of their offers, at a rate to be determined by themselves, corresponding to not less than 3% of the bid price they will submit.
8 - Bidders shall submit at least 1.000 pcs. of grey file boards, 500 pcs. of coloured file boards in the size of 652x340 mm as offer samples before the tender.
9 - If the candidates whose samples have been found appropriate demand, the price of the samples will be paid upon the unit price comprised of in the tender.
10 - This tender is exempt from Public Procurement Law in accordance with the paragraph (g) (exception) of the Article 3 of this Law. The Office reserves the right whether or not to tender, to partially tender the mentioned supplies or to award the tender to whomever it may please.
11 - The tender shall take place by receiving open bids, whereby bidders shall present their initial price quotations in writing, and continue by underbidding orally.
